Write spec for github automation bot

It is hard to keep issues in sync across all the SDK repos (dotnet, JS, python and Java).

This issue involves writing a spec for a set of automation helpers that would help with this manual work.

Once we determine what we need, we can decide if we implement the helper as a github webhook or an automation task in each repo.
