Build project order for Test project is broken (requires building twice!), need to update VS settings

Perhaps you would get better results if you borrowed some of the build infrastructure from, say, corefx? (Many of the relevant files have names starting with "dir.".)

@mjsabby Is this still an issue? I don't have any problem to build it with VS2019. The build order seems to be ok
