Annotation for live screen

Description of the new feature / enhancement

This feature will activate with the activation of snipping tool. It allows users to live edit screen captures ( images and videos ). It will help to mark on screen like add text, draw shapes, etc., for better description in screen captures.

The tool needs shapes(oval, rectangle, arrow, line), pen, blur, and stickers(optional).

Scenario when this would be used?

It is helpful while trying to teach or explain something by marking it live on screen.

This will be very amazing and will attract more users to use default snipping tool in place of Third-Party tools.

I just tried that. Incorporating that in PowerToys with some simplification would be good.

Like instead of remembering shortcut keys, show a bar on screen which actually not captured in video, and will be visible to user only. It would be such a great feature.
