[Bug - Edge Addons] For the past week, Edge extension publish fails with an irrecoverable failure

Describe the bug We use wdzeng/edge-addon to update our Edge extension. That has been failing in CI for the past week: https://github.com/ruffle-rs/ruffle/actions/runs/13230855047/job/36927757294#step:20:32. The status being returned is the one listed on https://learn.microsoft.com/en-us/microsoft-edge/extensions-chromium/publish/api/addons-api-reference?tabs=v1-1#response-when-the-publish-call-fails-with-an-irrecoverable-failure.

To Reproduce Steps to reproduce the behavior:

  1. Try to publish using this action

Expected behavior

It shouldn't fail like this and until last week it did not.

Desktop (please complete the following information):

  • OS: Ubuntu
  • Browser: Github Actions
  • Version 24.04.1

This is for the Ruffle - Flash Emulator (https://microsoftedge.microsoft.com/addons/detail/ruffle-flash-emulator/pipjjbgofgieknlpefmcckdmgaaegban)

Any time this happens in CI, the extension package still gets created as a draft, viewable in the Edge dashboard, but publish through CI fails so the only way to submit it for review is to manually push it from the dashboard, which should not be necessary.
