mlos_bench: make selecting the tunables for the experiment more flexible

Right now we rely on covariant tunable groups to associate tunables with the environment. In real experiments, we oftentimes want to use only a selection of parameters from a covariant group. We need a mechanism to select the tunables with the granularity between individual tunables and entire covariant groups
