[Search] Index parameter documentation

For Reference we don't currently index parameter documentation but users sometimes search for them, e.g.

I think we only index the first line of the docstring.

When adding the rest, we should make sure they don't make it harder to find references by functionality and consider -ve boost or just indexing names or other options. How clear are they in the results?
