[Dev] Migrate to @portabletext/react for portable text / block content rendering

Sanity have released @portabletext/react which supersedes @sanity/block-content-to-react.

We should migrate to it at some point. The experience of doing so will be useful elsewhere in the Foundation so we should write up any notes from the migration. Migration notes are linked from the readme.
