Migrate docs dir from V2 editor to V3

The docs folder in the V2 editor largely applies to V3 with minor updates.

Exceptions:

• We only support iframe controller embedding and the minimum of messages needed for micro:bit classroom so the embedding docs need slimming down.
• The release process docs don't apply.
