I'm going to call this done for now. We still miss features, but the key things are there.

This is now done for UPF files and whenever PseudoPotentialIO provides NLCC.

Can now be done with preferences or by calling `DFTK.set_timer_enabled!(false)`.

Seems not maintained any more.
