Empty side pane on /permissions using smartphone

When using a smartphone and browsing permissions of a module, the left side pane (opened by hamburger menu) is empty.

Steps to reproduce the behavior:

  1. Go to permissions
  2. Switch to responsive mode
  3. Click on hamburger menu
  4. See error

This is generally a problem. Not just on mobile.

I've had a look on my mobile and using responsive mode in the browser and it looks like the burger menu has been removed at some point since it was empty. So I think this issue is resolved. I had a look on other pages and all burger menus were correctly populated.
