PAUSE does not index anything in inc/. However, it appears that metacpan is looking inside inc/ and displaying the things it finds in there, e.g. see https://metacpan.org/release/TDRUGEON/File-HTTP-1.10 (Module::Install::* is listed in "provides").

Although.. the behaviour for File-HTTP-1.11 is different, although the two distributions appear identical, except for file permissions.. so something else might be going on.
