Play doesn't let me download app says "Made for an older Android"

I want to install the app on my phone running Android 11, but the app store doesn't let me, saying "Not available for your phone as it is made for an older version of Android".
Really? it doesn't work on new Android versions?

It should work. Which store did you look in? Even with Android 13 I can install it.

It installed from GitHub without issue.

This requires rooted device to work?
