Support geocoding locations with non-latin characters

Requested via email, an example is Chinese characters result in "not found" lookups, e.g.

Beijing 北京 Peiking University 北京大学 Tsinghua University 清华大学 Beijing Normal University 北京师范大学

seems to be working fine for me without any additional parameter or URL encoding the characters. Awaiting confirmation from the user that emailed in.

Old URL encode function is used. From version 2013 of EXCEL one can use WorksheetFunction.EncodeUrl
