Section on Natural Language Processing

I would like to add a section on Natural Language Processing or Computational Linguistics (you choose which is the best name) to the chapter on Data. It would list software such as NLTK and related resources. Let me know if this is welcomed in a PR and what name that section should have.

Sure, I'm not very knowledgable about that topic so if you feel you have some expertise in that area it would be helpful @PanderMusubi. I'd leave the sections up to you - just do your best to keep the writing style neutral rather than favoring one library over another. I also do editorial work on any new section to make sure it matches the existing writing style.

Is this project still actively maintained? Wanted to contribute more but if it will result in PRs that don't get picked up, I won't. If you don't have time, perhaps find a second maintainer who can process the PRs?
