@aashish24 Does this issue mean change base tile layer? If so, do we still want this feature? If not, you could close this.

Since the panels we have are quite essential for Minerva, I think maybe we don't want to have the ability to remove Panel anymore?

This issue still exists. I personally suspect it's related girder's event system.
