Product Docs Request: Extend GitHub Actions

Summary: Reduce product docs PR review toil

When a product documentation PR impacts 10 or fewer pages of the docs system, update the GitHub action that comments on product docs PRs to:

• Comment in the product docs PR with links to a generated preview for each impacted page.
• Continue commenting with links for each PR commit.
