Make network interface to bind configurable

At the moment AFAIK only port is configurable from start up command line. We'd need command also to define network IP-address to bind to (instead of 0.0.0.0/::).

Especially useful on reverseproxied server.

Blocking issue seems resolved, any update on this?

FWIW, we need the ability to set the bind address for both the matrix and slack ports
