{Enhancement} A application to Forward individual ROMs into the 3DS home screen

I had this idea stuck in my head and I couldn't help but to think to show it to y'all because how great the emulator is I think is a great time to ask this request for a application/tool to turn our individual ROMs into CIA to put on 3DS is home screen

i know its the n64dd startup sound but i It would be a great idea to put the sound

its just a suggestion

It might be wise to talk to the NSUI dev about adding an N64 option at some point
