Follow a tag

Purpose: to demonstrate alerting in the application.

Allow signed-in users to follow a tag (maybe by right-clicking on the tag in the Tags list on the search page and selecting Follow from a context menu). Whenever a (new or existing) question gets that tag added, send an email to the user informing him or her about the new question.

Future iterations of this could allow the user to specify immediate or daily emails, but I think immediate would work for the first pass.
