Scroll behaviour is glitchy when scrolling at high speeds

Currently, scrolling at relatively high speeds (for example standard scroll settings on the Logitech G300 mouse, or middle-click scrolling) often results in the scrollable element being scrolled too high or too low.

This means that parts of the scrollable element become invisible, and the elements underneath become visible.

Would you consider something like an option to set maxScrollSpeed? #5
