allow zoom out near borders when constrained

Assigned to MapBox iOS SDK #243. As reported in Tender:

Hello.
I've created an app using mbtiles and your iOS SDK, but when i use the method setconstraintsNE:SW: and are close to the border I can't zoom out, I have to move the map away from the border and I was wondering if there was a fix for this, or a way to pan the map automatically away from the border when zooming out.

I'm encountering this problem as well, is there any workaround?
