AGENT rate does not apply

Describe the bug In the Agent account I set him a tariff for a certain target, For example 1234 Price 1$ per minute.

In his account he sets a rate to 1234 of 2$ per minute, the user below him pays 1$ per minute instead of 2$. What my understanding is the AGENT should be charged 1$ And his sub-account at 2$.

3. Scroll down to '....'
4. See error
