Target Module empty in plugin

To Reproduce (*)

Steps to reproduce the behavior:

1. Go to 'a public function.'
2. Click on 'right click'
3. Scroll down to 'create a new plugin'
4. See error the window open to fill the form, the module list is empty

Expected behavior (*)

A clear and concise description of what you expected to happen. when we want to create a plugin target module list is empty (Magento 2.4.8)
