CMS Content migrated to Page Builder without corruption by a Row wrapper

Story

As a marketer I want to update to Magento 2.3.x with Page Builder from TinyMCE WYSIWYG and have content migrated to Page Builder HTML content block without Row component wrapped around it so that there is no extra formatting added to my content that breaks the styles and formatting

Business Value

No corrupted content after upgrading to Page Builder

Preconditions

• Row is not a default container for Page Builder content
• Content created with tinyMCE WYSIWYG in Magento before 2.3.1
• Magento upgraded to 2.3.1 and up version

Acceptance Criteria

• User logs into Admin Panel and opens a page with the migrated content in Page Builder
• User sees "HTML" content type on Stage
• User doesn't see a Row content type on Stage
