Have you tried using external references for that purpose? You can set an external reference in the `updateOrder` mutation, and fetch orders with in the `order` query ([docs](https://docs.saleor.io/docs/3.x/api-reference/orders/queries/order#code-style-fontweight-normal-orderbexternalreferencebcodestring-)).

For EU it's now best to use Flat Rates where rates and tax behavior can be customized per country and channel.
