Basic parsing tools for tcp-info data

We would like:

  1. A tool which takes in a .zst file and outputs either a .csv or a .json
  2. A tool which reads over a directory of data and summarizes the state of a machine's network at that time.
  3. A tool which summarizes why a particular flow in a particular direction had the speed it had: was it sender limited? receiver limited? network limited?
