Static builds are abnormal and only need to be supported for depends-based builds, where we can trivially patch it.

Concept NACK. Not only does it break the API, the current interface is what is expected for format specification everywhere.

If someone really doesn't want this behaviour, wouldn't they probably just not have a legacy/internal provider?
