Competition with tutor - not allowed to change opponents to higher groups despite having the necessary points

I current have over 4000 points racked up on Foxcub, but only 50 points on Maia-1100 so far. I'm allowed to change opponents to the +3600 group when I have Foxcub selected, but not when I have Maia-1100. Is this intentional? I thought points were accumulated across engines.
