Current Behavior

User/Admin can't delete an Auth Provider. It can only be enabled/disabled.

Expected Behavior

Allow User/Admin to delete an Auth Provider permanently.

Steps to reproduce

A User reported this issue that he was getting this error **Can not disable current administrator's last identity provider. ** when he tried to disable an Auth Provider.
