Add license file and reference to 3.x docs

Clarified that 3.x docs are in the same repo as Livewire itself and added a license file. The 3.x docs also seem to be under MIT, as they're in the same repo as Livewire itself and the MIT license text includes “associated documentation files” in the same manner as the rest of the software.
