Debian ISO cannot USB boot from exfat formatted partition

Underlying issue of https://github.com/linuxboot/heads/issues/1810 for which patch was provided but not cherry picked...

Will open issue upstream and point to patch proposed to Tails

In the meantime, formatting usb thumb drive to ext3/ext4 is workaround.

Authenticated Heads formatted thumb drive with luks and exfat doesn't permit usb boot of debian iso
