Debian ISO cannot USB boot from exfat formatted partition
Simply because exfat module is not under its initramfs, so iso supposed to be found under exfat consequently cannot be found.
Underlying issue of https://github.com/linuxboot/heads/issues/1810 for which patch was provided but not cherry picked...
Will open issue upstream and point to patch proposed to Tails
In the meantime, formatting usb thumb drive to ext3/ext4 is workaround.
Authenticated Heads formatted thumb drive with luks and exfat doesn't permit usb boot of debian iso
