Update #692 with responsive testers from #1403 OP

• [ ] Update #692 with responsive testers from latest #1403 OP testing effort.
• [ ] Do some boards cleanup and addition
• [ ] Clarifying why boards are different and why testing is relevant
• [ ] Remove boards that are not independent (x230i)
• [ ] Remove boards that are still pending PR

This is a bit of a mess. Also include board owners that are not github users anymore. Think about a better way to have boards tested when it matters like

• coreboot version bump (important)
• linux version bump (lesser but still important)
• when we change core internal functioning
