WiP: Addition of qemu-whiptail-tpm2 board

• swtpm set to be launched under TPM v2.0 mode
• softlinks to point to qemu-coreboot-fbwhiptail-tpm1.md

This requires setting things up as detailed under https://osresearch.net/Emulating-Heads/#comprehensive-test which points to md files under boards directories.

It doesn't make any sense to add those board configs under CircleCI for the moment, since there is no internal flashing possible (#1203)
