The goal of this task is to validate the continued stability of our testNet sirius along with reducing the block creation interval as currently an empty block is created every 10s

Definitely a good idea but we need to find out a way to not empty our faucet wallet, or at least minimize the impact on it. Maybe reducing tx gas cost but that approach goes again the one consider on https://github.com/lightstreams-network/lightchain/issues/46. So we need to sit together a find a good balanced approach
