Some ifdef's weren't properly guarded for PSL1GHT

Converted to draft because the core isn't booting properly

I guess we could merge this already even if the core isnt working yet just so that it makes things easier to test with buildbot CIs (when it starts spitting out retroarch psl1ght dailies). Let me know if you want me to hit the merge button or not.
