Some changed to placeholders, alter them to the correct thing.

One thing I'm not in favor of is how it no longer uses our gitlab CI. We do that so that we can more effectively ensure that what compiles on Github CI will also compile on our Gitlab.

I like this idea since it would be using an up to date toolchain. On the other hand, it's a moving target and might break the build in the future. I know it currently builds because I'm using fresh devkitARM here locally. Paths going forward would be either build a new image for libretro CI and refer here to it, or keep that old image and the workflow and use what's in this PR to form a new workflow.
