[Windows] [Vulkan] Crash in Fullscreen mode when taking screenshot while holding Fast-Forward

Description

On Windows, when using the Vulkan video driver with any core that supports it AND playing in Fullscreen mode, RA will crash if the screenshot button is pressed while holding the Fast-forward button.

This does not happen with gl or glcore: the screenshot button will function as expected in Fullscreen mode while fast-forward is being held and gameplay will continue as normal. Furthermore, it does not happen at all if RA is in Windowed mode. It only occurs with Fullscreen.

I initially thought that this was affecting the PPSSPP core only (see here: https://github.com/hrydgard/ppsspp/issues/13578), but it actually seems to be a global RA issue.

Steps to reproduce the bug

  1. Set RA to Fullscreen mode (Settings -> Video -> Fullscreen mode)
  2. Set Vulkan as the video driver
  3. Load any core/content that supports Vulkan
  4. Press and hold the "Fast-forward Hold" button, then while still holding Fast-forward press the "Screenshot" button
  5. RA should crash

Bisect Results

I haven't done a proper bisect yet, but upon first look it seems to be a long-standing issue. I tried a version of RA dating back to March 2020 and the same thing was happening.

I've replicated this issue and it happens for me too. Crashes every single time on any core that i try.
