允许扩展程序接管下载选项勾选后刷新自动取消勾选

描述错误 允许扩展程序接管下载选项勾选后刷新界面发现这个选项又变成了未勾选状态。 扩展已经有下载权限。

预期行为 允许扩展程序接管下载的状态应该被保存，功能也应该可以正常使用
