Update guidance on icons for multiple colors

Desired behavior

We've set precedent for learning activity icons to have multiple colors (as well as the new accessibility icon which hasn't yet been integrated). If decide to continue creating icons with multiple colors, we should provide guidance on:

• The purpose of multiple colors in an icon
• When it is and isn't appropriate for icons to have multiple colors
• Standard and consistent ways to apply multiple colors - the number of colors, differences in hues/saturation/brightness, accessibility, etc.

(Optional) The Value Add

Adding color presents extra information for the user to learn and understand and there's a risk of creating unnecessary clutter. Icons are not purely decorative and they almost always serve a function - colors should be applied just as purposefully and not just for "flair" or "#aesthetic"
