Create releases and specific bower versions

Currently bower pulls in the github repo with the version of *. This is bad, because a bad commit could break everyone who uses ci and they wouldn't know why..

@laurihy could you add a tag with a version number please. I used bower through rails-assets and it prevent me to use angular-payment from the main repo, I had to fork it to use it :/
