Add inline documentation for QUDA interface clover routines

Reminder for self: add documentation/clean up the routines constructHostCloverField and loadCloverQuda. I'm making this as a note to myself because I lost a good deal of time trying to understand it when debugging an issue, and I'd like to not do that again.
