Add validation to defplugin

It would be helpful if defplugin would complain if you used a hook which doesn't exist, or if the associated function has the wrong arity.

I think validation is important enough that we want to keep this feature idea open.

How many third party plugins are there? How many people have asked for support because they got the invocation wrong?

I can find five, so about one a year. I don't see work on validation for defplugin having enough impact to justify the effort.
