How to setup local host to view online

Hi

How do i setup my localhost, to view online if needed?

I’m hacked and being remoted by a theif but want to utilize this server type so I can obtain my info and keep it secure what’s the best setup I can do for me and my other machines to keep all info for me an not be picked up remotely or out of the system?
