FixBacklinkFragments and FixFragments: detect namespaces

The FixBacklinkFragments and FixFragments plugins should be able to handle title namespaces in all their forms, including case-asensitivity and spaces/underscores around the colon

The plugins should query the server for the available namespaces, or a list of known namespaces for each supported wiki could be maintained manually
