Set sync interlanguage links to avoid visiting some wikis

It should be possible to set the sync interlanguage links plugin so that it doesn't try to open the pages of some wikis (useful e.g. for the German wiki, which has the API disabled, or the Farsi wiki, which is very slow)

Or, maybe even better, simply set a timeout for requests to external wikis and continue with the other links if it's reached.
