Power saving mode actions

Allow turning off or reducing the frequency (user specified) of the following services:

  • [ ] Backtrack
  • [ ] Weather Monitor
  • [ ] Pedometer

These settings should be in the power settings, and a link should exist from within each of the tools settings to power settings ("Power saving mode behavior" or similar).

Both the disabling and frequency reduction should be undone when power saving mode is disabled.
