Move to a more modern implementation of subsample scale image view

https://github.com/naveensingh/subsampling-scale-image-view This is a fork of tibbi's project which was a fork of davemorrissey's project - I know davemorrissey's project is no longer maintained, not sure if tibbi's will end up that way after the sale of Simple Mobile Tools, probably best to stick with naveensingh's since he's stated he will maintain forks of SMT. Credit all three in the Apache license.

Seems to have rotation support built in and it was ported to Kotlin. I should fork that repo, copy over my changes from the older repo and update the Photo Maps tool to use it, and opt into the rotation at a later point (unless it is easy to do)
