Customize bottom navigation tabs

Some users may want the clinometer to show instead of astronomy for example.

Tools they can replace:

  • Navigation
  • Weather
  • Astronomy

This also means that Navigation, Weather, and Astronomy should be added to the Tools tab for easy access.

Also allow the tabs to be reordered. The leftmost tab will be opened at startup.

Need to consider how this works with quick actions. Do only some tools support quick actions?
