Add missing barometer page to onboarding

Similar to the missing compass page in #1758 add the barometer page, and indicate that the weather feature will be unavailable.

I haven't received any negative reviews about the weather being unavailable like I do with the compass, but it is a frequent question.

Also use the same messaging on the diagnostics tool.
