Adjust map zoom/pan to handle rotation

While the map is rotated, adjust the zoom and pan to properly move the map the way the user wants - it currently pans without considering rotation.

  • [ ] Pan while rotated
  • [ ] Scale while rotated
  • [ ] Update path/beacon clipping to handle rotation (expose a map.getVisibleBounds method or similar)
